To deploy packages they need to be signed, so you will need an apple developer account which is not required for JAMF Pro. JAMF Now Plus can just do basic MDM management. Compared to JAMF Pro, JAMF Now Plus is a joke. I use JAMF Now Plus personally, and JAMF Pro professionally.
